    DIFFERENT APPROACHES FOR DETERMINATION OF TOLERATE HAZARD RATES
When a safety integrity level is defined, first the tolerable rate of dangerous failures is computed. Therefore, different methods can apply, quantitative as well as qualitative. Then, for the given rate, the safety integrity level is looked up in a table depending on the range in which the tolerable rate falls. The method which is used to determined the rate of dangerous failures is of great importance. The rate does not only determine the SIL, but also gives design requirements and requirements for the process. In our paper we will compare the three different methods for determining the SIL given in EN 50126. It will be shown how they differ and how they can lead to similar results.

    INFORMATION TECHNOLOGY FOR COMPLEX MANAGEMENT OF RELIABILITY AND FUNCTIONAL SAFETY ON RAILWAY TRANSPORTATION
The paper considers issues of information technology creation for complex management of reliability and functional safety on railway transportation (IT CM). The basic characteristics are defined and the appropriate requirements to IT CM are stated. The architecture of information technology is offered for complex management of reliability and functional safety on railway transportation. The architecture consists of data warehouse, two systems of the top level: system of analysis and estimation of risks at train operation of the Public Corporation "RZD", system of situational analysis of rail traffic safety and decision-making support. In addition to that the architecture includes a lower level complex of systems: systems of certification of infrastructure facilities and rolling stock, system for account and analysis of technical facilities failures, system for analysis and accounting of traffic safety infringements.

    SAFETY AND RELIABILITY RISK FACTORS FOR OPERATION HOT WATER AND STEAM PIPELINE
Results of the analysis of the facts of infringement of reliability and safety of operation of pipelines of power installations are shown. List of base risk factors of safety operation hot water and steam pipeline is presented for model making industrial safety which will be invariant for various power installations. The system of classification of risk factors of operation of pipelines of hot water and steam high pressure is offered for power installations.

    TIMING MINIMIZATION OF THE FUNCTIONAL RECONFIGURATION DISTRIBUTED FAULT TOLERANCE SYSTEM
The statement defined terms of the timing minimum functions redistribution between fault tolerance system modules in random serviceable condition is formulated and proved. The algorithm allowed to find permissible choices of the functional reconfiguration distributed fault tolerance system for the minimum time is proposed. It represents formation procedure of the permissible reconfiguration choice identified by the substitution which has minimum inconsistency degree with the current.

    THE SCENARIO APPROACH TO THE ORGANIZATION OF THE PROTECTED INFORMATION TRANSFER ON RADIO CHANNELS OF A CONTROL SYSTEM AND MOVEMENT SAFETY ON A RAILWAY TRANSPORTATION
The general principles of the scenary approach to the organization of the protected radio communication and its use by working out of scenarios of a re-summer residence of the information on radio channels of a control system and movement safety are considered. Classification of scenarios of the protected information transfer by radio channels with restriction of electromagnetic and information availability is presented. The description of the scenario with a fragmentation of messages and use of the additional channel of the information transfer considering specificity of transfer of responsible messages of traffic control on a railway transportation and is resulted security of message transfer is analyzed at realization of the given scenario.

    SYSTEM ANALYSIS OF HIGH-RELIABILITY RADIO-ELECTRONIC MEANS PROBLEM
According to factual evidence of domestic and foreign channels of information contemporary heuristic methods of system analysis of the multilevel radio-electronic means do not provide a reliability and competitiveness of the prospective radio-electronic means (REM) research. There has to be created a mathematical methods, models and algorithms of the new generation REM system analysis.
